failure to assist (refugees left in distress)
non-assistance to humanity in danger = 8 billion people
unconstitutional decision: Article 4 of the Declaration of the Rights of Man and the Citizen of 1789: we are free to do what we want EXCEPT if it harms others.
an unconstitutional decision by the Constitutional Council would create the worst impression.
